De lage-emissiezone in Antwerpen: een chronologisch overzicht

1 FEBRUARI 2017

De lage-emissiezone die op 1 februari 2017 in Antwerpen werd ingevoerd, deed al heel wat ‘stof’ opwaaien.

De maatregel brengt met zich mee dat de meest vervuilende voertuigen niet langer in de stad mogen rijden.

De euronorm van het voertuig – terug te vinden op het inschrijvingsbewijs – bepaalt of men nog in de LEZ mag rijden of niet. Hoe hoger de euronorm, hoe minder vervuilend.

De LEZ geldt momenteel voor de volgende voertuigcategorieën:

  • Personenvervoer met personenwagens, bus en autocar (M)
  • Goederenvervoer met bestel-en vrachtwagens (N)
  • Land-of bosbouwtrekkers op wielen (T)

 Hieronder vindt u een overzicht van de voertuigen die in de LEZ mogen rijden:

*Toegang mits registratie:

Deze voertuigen zijn toegelaten in de LEZ, maar dienen ten laatste 24 uur na het betreden van de LEZ eenmalig en gratis te worden geregistreerd. De registratie kan online gebeuren of aan een LEZ-automaat.        

**Toegang mits betaling:

Tot 31 december 2019 kunnen voertuigen met een euronorm 3 zonder roetfilter tegen betaling een tijdelijke toelating tot de LEZ aanvragen.

Dit kan voor een dag, een week, een maand, drie maanden, zes maanden of een jaar. Het tarief varieert naargelang de duurtijd en de voertuigcategorie.

De toelating moet ten laatste 1 dag voor betreding van de LEZ aangevraagd worden. In de praktijk dient dit echter veel eerder te gebeuren. De toelating is immers pas geldig na betaling en de verwerkingstijd hiervan ligt rond de 10 dagen.

Ook de volgende voertuigen kunnen via dit systeem toelating tot de LEZ vragen:

  • voertuigen ouder dan 40 jaar
  • diesels met euronorm 2 of 3 in geval van interventies op de openbare weg, noodoperaties of voor ambulante handel, markten en foren

***De LEZ-dagpas:

Tot 31 december 2019 kunnen deze voertuigen mits betaling en maximaal 8 keer per jaar in de LEZ rijden voor één dag. Een dagpas kost 35,00 Euro en kan online of aan een LEZ-automaat aangekocht worden.

De dagpas dient ten laatste op de dag van binnenrijden aangekocht te worden.

Alle voertuigen die niet toegelaten zijn, kunnen gebruik maken van de dagpas, dus ook bijvoorbeeld diesels met euronorm 3 zonder roetfilter die niet tijdig hun toelating hebben aangevraagd.

1 JANUARI 2020

Vanaf 1 januari 2020 zullen strengere regels gelden voor het betreden van de LEZ. De zone zelf wordt niet uitgebreid.

Hieronder vindt u een nieuw overzicht:

*Toegang mits betaling:

Tot 31 december 2024 kunnen diesels met een euronorm 4 mits betaling de LEZ binnenrijden voor een week, een maand, 4 maanden of een jaar. Het tarief varieert naargelang de duurtijd en de voertuigcategorie.

1 JANUARI 2025

Bovenstaande regels zullen gelden voor 5 jaar. Op 1 januari 2025 zal er opnieuw een verstrenging worden ingevoerd, hetgeen volgend overzicht geeft:

*Euronorm 6d is de hoogste binnen de euronorm 6. Diesels met deze milieustandaard moeten nog op de markt gebracht worden.

1 september 2027/1 januari 2028

De volgende en laatste (gekende) verstrenging volgt vervolgens sneller, namelijk in september 2027 voor de dieselwagens en in januari 2028 voor wagens op benzine, aardgas of lpg:

In de toekomst zal de LEZ ook gelden voor andere voertuigcategorieën en zal er een LEZ worden ingevoerd in andere steden zoals Gent (vanaf 1 januari 2020), Mechelen en Willebroek (ten vroegste in 2021).

De stad  Brussel voerde reeds een LEZ in op 1 januari 2018. De normen liggen daar anders.

De tendens in alle steden zal uiteraard zijn dat de toelatingsvoorwaarden strenger worden met de jaren.

Goed controleren aan de hand van het inschrijvingsbewijs of u het stadcentrum nog in mag is dus de boodschap!

Bovenstaand chronologisch overzicht kan u daarbij al helpen voor wat betreft Antwerpen.

La zone basse émission à Anvers: un aperçu chronologique

1er février 2017

La zone de basse émission (LEZ) à Anvers qui est en vigueur depuis le 1er février 2017 a déjà beaucoup fait parler d’elle.

A cause de cette mesure, les véhicules les plus polluants ne pourront bientôt plus rouler en ville.

C’est la norme EURO – à retrouver sur les papiers d’immatriculation du véhicule –  qui détermine si un véhicule peut encore rouler ou non dans la zone de basse émission. Plus la norme EURO est élevée, moins le véhicule est polluant.

La norme LEZ concerne les véhicules suivants:

  • Le transport de personnes au moyen de voitures, bus et autocars (M)
  • Le transport de biens au moyen de camionnettes et camions (N)
  • Les tracteurs agricoles ou forestiers à roues (T)

Ci-dessous, vous trouverez un aperçu des véhicules qui peuvent encore rouler dans la zone LEZ:

*Accès avec enregistrement:

Ces véhicules sont admis dans la LEZ, mais doivent être immatriculés une seule fois et gratuitement au plus tard 24 heures après leur entrée dans la LEZ. L’enregistrement peut se faire en ligne ou sur un automate LEZ.

**Accès après paiement:

Jusqu’au 31 décembre 2019, les véhicules avec une norme Euro 3 sans filtre à particules peuvent demander l’accès temp
oraire dans la LEZ contre paiement.

Cela peut être demandé pour un jour, une semaine, un mois, trois mois, six mois ou un an. Le tarif varie en fonction de la durée et de la catégorie du véhicule.

L’admission doit être demandée au plus tard 1 jour avant l’entrée dans la LEZ. Dans la pratique, cependant, cela doit être fait beaucoup plus tôt. En fait, l’autorisation n’est valable qu’après paiement et le délai de traitement est d’environ 10 jours.

Les véhicules suivants peuvent également faire une demande d’admission dans la LEZ via ce système:

  • Les véhicules qui ont plus de 40 ans;
  • Les véhicules DIESEL EURO 2 et 3 peuvent encore être autorisés en cas d’intervention sur la voie publique, interventions urgentes ou commerce itinérants, marchés et foires

***Le PASS-journalier LEZ:

Jusqu’au 31 décembre 2019, ces véhicules peuvent entrer dans la LEZ pour une journée, moyennant paiement et jusqu’à 8 fois par an. Un PASS-journalier coûte 35,00 euros et peut être acheté en ligne ou à un automate LEZ.

Le PASS-journalier doit être acheté au plus tard le jour de l’entrée.

Tous les véhicules qui ne sont pas autorisés peuvent utiliser le PASS-journalier, y compris, par exemple, les véhicules DIESEL avec la norme Euro 3 sans filtre à particules qui n’ont pas demandé leur autorisation à temps.

1er janvier 2020

A partir du 1er janvier 2020, les règles d’accès à la LEZ se durcissent et la zone LEZ s’élargit.

*Accès après paiement:

Jusqu’au 31 décembre 2024, les moteurs diesel Euro 4 peuvent entrer dans la LEZ pour une semaine, un mois, 4 mois ou un an, moyennant paiement. Le tarif varie en fonction de la durée et de la catégorie du véhicule.

1er janvier 2025

EURO 6d est le plus élevé parmi les Euro 6. Les diesels conformes à cette norme environnementale n’ont pas encore été commercialisés.

1er septembre 2027/1er janvier 2020

Le prochain et dernier changement (connu) sera alors plus rapide, à savoir en septembre 2027 pour les voitures diesel et en janvier 2028 pour les voitures à essence, au gaz naturel ou au GPL :

A l’avenir, la LEZ s’appliquera également à d’autres catégories de véhicules et une LEZ sera introduite dans d’autres villes telles que Gand (à partir du 1er janvier 2020), Malines et Willebroek (au plus tôt en 2021).

La ville de Bruxelles a déjà introduit une LEZ le 1er janvier 2018. Les normes y sont différentes.

La tendance dans toutes les villes sera bien sûr que les conditions d’accès deviendront plus strictes au fil des ans.

Le message est donc de vérifier si vous pouvez encore entrer dans le centre-ville sur la base du certificat d’immatriculation!

The low emission zone in Antwerp: a chronological overview

The low emission zone, introduced on February the 1st of 2017 in Antwerp, has caused quite a stir already.

The LEZ implies that the most polluting vehicles are no longer allowed to enter the city.

The euro standard of the vehicle –  listed on the car registration documents – determines whether or not the car is allowed in the LEZ. The higher the euro standard, the less polluting the car is.

At the moment, the LEZ applies for the following categories of vehicles:

  • Passenger transport by car, bus and coach (M)
  • Transport of goods wit vans and trucks (N)
  • Agricultural and forestry tractors (T)

Below you can find an overview of the vehicles that are allowed to drive in the LEZ:

*Access after registration

These types of vehicles are allowed into the LEZ, but must be registered only once  and free of charge at the latest 24 hours after entering the LEZ. Registration can be done online or at an LEZ machine.

**Fee-based access

Until the 31st of December 2019 vehicles with a euro standard 3 without a particulate filter can apply for a temporary admission into the LEZ against payment.

This can be for one day, one week, one month, three months, six months or one year. The rate varies according to the duration and the vehicle category.

Admission must be requested at the latest 1 day before entering the LEZ. However, in practice, this must be done way earlier given that the permit is only valid after payment and the processing time of the payment is roughly 10 days.

The following vehicles can also apply for temporary admission after payment:

  • Vehicles older than 40 years
  • Diesels with euro standard 2 or 3 in case of public road interventions, emergency operations or for itinerant trade, markets and fairs

***The LEZ day pass

Until the 31st of December 2019 these vehicles can enter the LEZ for one day after payment and with a maximum of 8 days a year. A day pass costs 35,00  Euros and can be bought online or at an LEZ-machine.

The day pass should be bought at the latest on the day of entering the LEZ.

All non-permitted vehicles can use the LEZ day pass to enter the LEZ, so for example also diesel vehicles with a euro standard 3 without a particulate filter that didn’t get their permission on time.

JANUARY 1, 2020

From the 1st of January 2020, stricter rules will apply with regards to the entering of the LEZ. The zone itself will not be extended.

A new overview can be find below:

*Fee-based access

Until the 31st of December 2024 diesels with a euro standard 4 can enter the LEZ after payment for a week, a month, 4 months or a year. The rate varies according to the duration and the vehicle category.

JANUARY 1, 2025

The above-mentioned rules will apply for 5 years. From the 1st of January 2025 they will again become more strict, which gives the following overview:

*Euro standard 6d is the highest within the euro standard 6. Diesels with this environmental standard have yet to be produced.

SEPTEMBER 1, 2027/JANUARY 1, 2028

The next and last (known) adaption of the rules then takes place much faster, namely in September 2027 for diesel cars and January 2028 for cars powered by petrol, natural gas or LPG:

In the future, the LEZ will also apply for other vehicle categories and in other cities, such as Ghent (from the 1st of January 2020), Mechelen and Willebroek (in 2021 at the earliest).

Brussels already introduced an LEZ on the 1st of January 2018. The standards are slightly different there.

The tendency in all cities will of course be that the conditions for admission will become more strict as the years go by.

This shows the importance of checking the registration documents of the car to see if it’s still allowed into the city!
